A rack PDU mounts properly, presents outlets where the equipment is, and keeps cables short and organised. An ordinary strip does the electrical job for a fraction of the price and sits loose in the bottom of the rack. Buy the PDU if you have a rack; a good surge-protected strip is fine otherwise.

Only if you want to know your actual draw, which is genuinely useful for sizing a UPS and understanding running costs. For most home racks it is a luxury.
Should the UPS feed the PDU or the reverse?
Mains to UPS to PDU, so everything on the PDU is protected. Check the UPS capacity covers the total load with headroom.
Is surge protection enough?
It handles spikes and does nothing for outages or brownouts. A UPS covers those, which is the more important protection for a machine that writes to disk.
